what are some of the best sites (and safest) to download ROMs & ISOs from? also emulators.
It seems a lot of sites offer bad dumps of CD/DVD games (and emulators with hidden software)that you have to register, pay, download some suspicious software as well as other crap.

Fantasy Anime is very nice. The owner of the site is pretty cool. Mostly just RPG stuff though but good choice.
Edge Emulation is pretty nice for Roms and Cd/Dvd. Not a fast server but I get 3mb/s down speeds

Planet Emulation is also nice for a lot. It's clean and nice BUT it's in French. Using Google translate will fix that but you don't really need it but helps. Site is slow though 256kb/s.. heh

Romhustler is a fast site. I download at 8mb/s and it's pretty clean. I've gotten some broken iso 7zip and rar files though

Personally I usually use emuparadise.me; gets me like 99% of the stuff I've ever needed. It's usually only the really rare games or prototype games that I have to Google my way to.

I live in Russia and the most popular site for retro games and roms is https://www.emu-land.net/. As for ISO files, it is already worth contacting your foreign sites.
