I don't know what the rules here are so I have a question.
 
I would like to know if it OK to complete a project that was started by someone ells or should I ask that person for permission first?

 Also what if some one calls dibs on some games but does nothing for a long time. Can you map those game that have bin called upon by others?

There are no hard rules about this, but I guess it would be common courtesy to ask just in case that person might have been on the verge of finishing theirs. At any rate, a PM or email is a quick and easy way to be sure.
